[builtin/cd] cd with block requires an explicit arg

Because I was confused by the implicit $HOME behavior.

This is issue #1924.

A bare 'cd' should be OSH only, while YSH is more explicit.

Bad:

    cd { echo hi }

Good:

    cd $HOME { echo hi }
