Describe the issue you're reporting

Tracking issue for a minimally-viable release of the OpAMP Supervisor. This just tracks the required issues to release something that is considered ready for evaluation and prototyping, not necessarily something that we intend for production usage. These points are all negotiable, and I will update the issue to reflect the current consensus.

@evan-bradley Now that we have i think all of the pre-reqs for the collector merged (effective config, reporting status, etc.) are we able to make some progress on these issues? I have some folks that may be interested in contributing if you have a sense which are good ones to start on.

@jaronoff97 it may be easiest to start with unit tests and integration tests then continue with #24324
