Describe the solution you'd like:

I would like to add an external MetricsProducer to an opentelemetry-otlp exporter, much as can be currently done with opentelemetry-prometheus. Of the three builder methods on PeriodicReaderBuilder, with_provider() is the one that OtlpMetricPipeline does not yet expose.
