Addition of details over help icon

When the user hovers the cursor over the help icon usually details are shown but here details aren't shown.

What is the expected behavior?

I think it might better if details are shown.

And do you want a help button ? Because I can't see it in the picture

Hey i am new to this can you assign me this task so that i can add the information in the help icon like

1.) For user name i can provide the validation information like username must more than 6 character, must include first letter capital, must contain a no.
2.) For the password section i can provide that password must be more than 8 characters, it should contains numbers a special character.
