Allow redirecting to sections within EditLink drawer

Leaving this issue here for future reference.

Background
When we introduce a new feature through the announcement modal, directing them to the feature itself upon clicking a CTA button will encourage usage of the feature instead of getting them to look for the specific feature themselves.

However, there isn't a way to do so as the button is tied to the url only.
