CASE 1.1 enables associations to non CASE URIs/URLs. Update the association interface to enable an association to a non-CASE and or non local URI. Expose that alignment in a new CASE 1.1 and CASE 1.1/ JSON-LD interface and omit it from the CASE 1.0 API to maintain 1.0 commence.

The CASE 1.1 spec is not yet public draft, and will include other required changes as well.

This needs to be deferred until the 1.1 spec is available.
