Provide view for the Licence URI

If a user gets a CFLicense URI from the CASE data, they need a way to view the license. The license name displayed in the CF Doc tree view should link to the license URI where the full license text can be found or at least located. This same license view should be displayed/returned if a system requests a license URI or someone uses the link in a browser.

One can already get the CFLicense information from the URI.

Currently the full licence text is shown on the right hand side.

I believe this issue is asking for the full licence text to not be shown in the UI tree view and instead have a link that displays the licence information when clicked.
