[BUG] Should EuiFilterButton show the number of filters when there are no active filters?

Describe the bug

Coming from opensearch-project/OpenSearch-Dashboards#5650. Currently the EuiFilterButton has a property numFilters which shows up when none of the filters are active as opposed showing 0. If a filter button should show 0 when no active filters are present, this behaviour should change.
