Organization PAT doesn't work despite permissions

I have created a Fine grained PAT for my organization to manage self-hosted runners.
Command I try to do it actions/runners/registration-token:

Have you tried given the token ALL the permissions?

Does your token need to be approved by an org owner? (That is a potential setting)

Does your token need to be SSO enabled?
