How does hoist=false and hoist-pattern interact?

I see this note in the documentation for public-hoist-pattern

Note: Setting shamefully-hoist to true is the same as setting public-hoist-pattern to *.

Is there a similar relationship for the hoist and hoist-pattern settings? For example, if I set

hoist=false

is that the same as setting

hoist-pattern=

?
