We did some work in the CF NGINX Buildpack to support this (cloudfoundry/nginx-buildpack#12). We should look into supporting this in the NGINX Paketo buildpack

@dwillist could you update this? Not sure if this was a CF specific feature. If it is, let's delete.

Bump @paketo-buildpacks/web-servers-maintainers and @ryanmoran what is the state of the world on this feature given my understanding of what we are hoping to support with user interpolation.
