What happened?

Right now, pipeline builder's release workflow will publish an image to your defined registry. It does not create CNB archive files. In some cases, the CNB archive files can be useful like if you want to modify part of the buildpack and repackage it as an image.

Other paketo buildpacks are also publishing CNB files to the Github release pages.

Pipline builder should do this also.
