Separately create local and dependency metric schemas #58

It would be useful to be able to differentiate local from inherited metric schemas in future tasks (notably dashboard support).

Currently the compile schema task outputs a combined view. I'd propose splitting out a task that extracts dependency metric schemas.

createMetricManifest should give you a map of GAVS to lists of metric schema. is that not sufficient?
