catladder setup is there to set and update environement-variables on the server.

On classic hosting this updates env.sh on the server

on kubernetes this should call kubectl apply with the new env-variables from pass

on kubernetes this is also done on deploy step

macrozone added this to backlog in kubernetes deploy
