Can I create new tags over the REST api?

I might want to bulk add documents from another system and would like to use python and REST api to send the documents to paperless. In this flow, I would like to create new tags upfront (where necessary) and supply the tag ID during upload of the document

Everything the web app can do, including creating new tags, can be done via the API. There’s an api browser at /api/ and you can review our docs, we don’t have a full api spec currently, unfortunately

I don't know if this is true about custom fields.
I can't seem to add custom fields to a document following the API but I can change other fields (including tags)
