[xcm] account reaped at sender despite transactional processing

The accounts were reaped at the sender for not leaving an ED in the account, which according to @franciscoaguirre should not have occurred due to transactional processing.

Thankfully because the assets were trapped on the sender chain, they can be claimed by the original account if they top it back up above the ED.
