The fault is in the "voku/portable-utf8" package. For some reason PHPStan executes it. It might be because it plays a role in one of PHPStan extensions you're using, or somehow gets executed because you're using You need to inspect why you're using this package, why PHPStan executes it. The easiest fix might be upgrading the package to a newer version. |

I have been using PHPStan for an extended period on an Ubuntu machine with PHP 7.3 as part of my migration efforts to PHP 8.2.6.
In the PHPStan configuration file, I have set the target PHP language level to 80206.
