PLIP: make plone.app.discussion a core add-on [6.1]

Abstract

Move plone.app.discussion above Products.CMFPlone in the dependency chain.

Motivation

Most Plone sites do not need discussion/comment support.

Proposal & Implementation

• Remove plone.app.discussion from the install_requires of Products.CMFPlone.
• Add it to the dependencies of Plone.
• Have a maintenance branch of plone.app.discussion for Plone 6.0.

Deliverables

• plone.app.discussion branch for 6.0, and let master depend on `Products.CMFPlone.
• Add to dependencies of Plone, remove it from Products.CMFPlone
• Add to main documentation upgrade guide
• Add snippet as specified in Support for plone.app.discussion as core add-on plone.restapi#1781 (comment) to both the @comment endpoint docs and plone.restapi upgrade guide
