But i can see send button on https://polkadot.js.org/apps/

I am able to see the Send button when using ipfs

its a 3 weeks back issue. Looks like someone fixed it. How to check change log ?

AFAIK there wasn't anything that was merged in that directly solved the issue.

How to check change log ?

Go to CHANGELOG.md in the ROOT.
