Feature request: option to put monitors into standby mode while machine is locked #19

I noticed my Odyssey G9 picks up some ghosting of my wallpaper image if I leave my home desktop locked all day. Seeing ghosting on such a display makes me uneasy, so I would be much more likely to use COSMIC DE as my daily driver on this setup if the lock screen could make my displays go into standby mode. This would also be good for OLED and plasma displays.

Although Gnome doesn't seem great about putting displays into standby mode either, the blur effect it applies to the wallpaper image seems to keep my G9 from picking up any ghosts when sitting locked for long periods of time. So I guess that could be a potential alternative option?

This is probably blocked by pop-os/cosmic-comp#57

This should adopt the users "Turn off screen after" preference set in the Power settings page (not developed yet).

Turning off monitors after a certain time by default is required by energy consumption regulation.

There may also need to be a fallback/default for when no user is logged in. If a machine is powered on but a user doesn't log in, I believe GDM3's default is 30 seconds before the screen blanks.

Good point. These are the energystar default requirements.

Monitor turns off within 15 minutes of idle
Suspend within 30 minutes of idle
