These steps will demonstrate what works and what breaks display arrangements

  1. Two monitors side by side
  2. Move one monitor to the other side
  3. Move to another Settings page and back to Displays
  4. One monitor is often covering the other or far way. This appears to happen more reliably if the laptop monitor is the one that's moved.
  5. Move one monitor above the other
  6. The display arrangement doesn't work work many times if done after arranging a monitor to the side first. This appears to happen more reliably if the non-laptop monitor is the one that's moved.
  7. Switching settings pages and back will show where the displays ended up

Another way to cause arrangement issues it to adjust display scaling. The display locations don't seem to adjust for new scaling and cover each other or spread apart.
