Move to another Settings page and back to Displays
One monitor is often covering the other or far way. This appears to happen more reliably if the laptop monitor is the one that's moved.
Move one monitor above the other
The display arrangement doesn't work work many times if done after arranging a monitor to the side first. This appears to happen more reliably if the non-laptop monitor is the one that's moved.
