Full problem is defined by https://tools.ietf.org/html/rfc4321#section-1.4

Normative changes are defined by https://tools.ietf.org/html/rfc4320#section-4.2

In short words:

408 is meanless for Non-INVITE transactions
Forwarding of 408 produce storm of responses on any timed out transaction
