how to use portable java to run jar applications?

You need to use the command prompt. Or create a shortcut (which I don't know how to do it properly).
C:\path\to\your\java\bin\java.exe -jar C:\path\to\your\*.jar
Example:
C:\VB\jdk-15.0.1\bin\java.exe -jar logisim.jar
