Replace OneTrust with consentmanager.net

Prebid got a free tier account from consentmanager.net , which we will use to replace all OneTrust related code.

Acceptance Criteria

• Remove all OneTrust JS code
• Build includes for Vimeo with consentmanager 3rd party integration
• Use GA4 feature from consentmanager
• Use cookie list feature from consentmanager for https://docs.prebid.org/policies/cookies.html

I think we should have maybe a second opt in on the demos pages that is way heavier than the super light opt ins on docs and homepages. I am not sure why we would have a need to process any personal information on a documentation page, but of course the demo pages load ad technology.
