Publish to crates.io under "halo2-pse" crate #261

Right now it is hard to publish any crate that uses this one because crates.io does not allow any git dependencies in your package when you publish.

Since halo2 and halo2_proofs are already being used as the zcash crates, this one could be published as halo2-pse
