Probot registration process could not be completed.

Current Behavior
While registering the github app using probot's default configuration scheme the following error is shown -

RequestError [HttpError]: request to https://api.github.com/app-manifests/cae1eccae5a558e6e749f8db97e4f21a6d473cb9/conversions failed, reason: unable to
get local issuer certificate

Environment

• Probot version(s): 12.2.4
• Node/npm version: Node- v16.16.0/ npm- 8.11.0
• OS: Windows 10

Possible Solution

let users to add their custom ca file i.e. .pem file to successfully go with the registration request.
