WHY

MCAD logging levels should print perf metrics i.e. the time it took for scheduleNext() to evaluate an AW for dispatch and proper exceptions while debugging customer issues.

WHAT

Changing logging levels and error messages in the code base

HOW

TESTS

NA

DONE

We could come up with the number of log statements printed for AW dispatch happy path and sad path
