Add tests and CI for shared actions

There is no CI for changes to these though, so updating them is a bit of a pain. We should add some basic test infrastructure for qualifying changes. While composite actions don't have direct test support, we can at least add positive tests to make sure nothing breaks. negative tests will require us to migrate to full-fledged nodejs/docker actions
