Describe the problem you are trying to solve.

I am experiencing high memory usage issue reported in #9467. The issue started with the 3.15 release, so I am using 3.14.0 as a workaround. But this creates a problem for developers using M1 Mac because M1 build is currently available for the 3.19 release only. A 3.14.1 release that support M1 will be the best of both worlds, until the high memory usage issue is fixed.

Please backport #8232 to v3.14.

Describe alternatives you've considered

I could fork the repo and create a private 3.14 build with the M1 build fix, but an official 3.14.1 build will make it much easier for me, and benefit others who are in a similar situation.

I suspect #9467 will be fixed first. We really don't want to patch random older versions.

Can you provide some idea when #9467 is likely to be fixed? Trying to decide if I should wait for it or go for a private 3.14.1 solution.
