Please describe the problem (or idea)

What happened just before the problem occurred? Or what problem could this idea solve?

Currently, the back to top button is only placed at bottom of webpage, which is supposed to be sticky in nature.

Browser, version, and operating system

OS: Ubuntu 16
Browser: Google Chrome

Many bugs are related to these -- please help us track it down and reproduce what you're seeing!

@somenath1435 I think this issue isn't fixed yet, I would like to take this issue and fix it.
