This PR modifies DocLint to only allow version-specific documentation changes when
IS_RELEASEis enabled in the environment. In particular, this implies DocLint should only be used with theIS_RELEASEflag right before publishing (i.e. automatically during the publish action). Outside of releases, DocLint withoutIS_RELEASEcan be used as normal.
