Move TablePageSelector from the data-grid package to the react-components package.

This is currently in the data-grid package, but it would be nice to be able to use it elsewhere, perhaps even renaming it to Paginator.

Thanks for offering to help @asi309! Go for it. This should just be a refactor and rename, but we'll need to make sure data-grid then gets updated to use the Paginator from react-components. Feel free to let us know if you have any trouble setting up the development environment.
