double upload to test PyPI when releasing a new version & push a tag

Hello,
i followed the guide here and i was testing it out.

I bumped the project version and tagged it, and then pushed both to github: this caused 2 jobs to get triggered, one for the file change and one for the tag.

the 2 jobs both tried to upload to upload to test pypi, and so one of them would fail (if it's slower than the other).

I'm wondering if i did something wrong or the test pypi upload should be guarded not to run if it's triggered when a tag is pushed.

The if: startsWith(github.ref, 'refs/tags') condition in the guide is supposed to only proceed with publishing to PyPI for tag pushes and skip that step for branch push events.
