Does one need to specify the python version for the hatch.envs.hatch-static-analysis environment?

It seems this environment is detached from the default environment so if one has set the python and/or python-sources options for the default environment they are not taken into account.

No, the version shouldn't matter. It exists just to give you Ruff which behaves the same no matter how it runs.

OK, not sure I understand then why python is installed into the hatch-static-analysis-environment.

Because creating a virtual environment in which one can pip install ruff is much easier than writing dedicated logic to fetch executables on every platform
