Implement MoveGlobal using string as destination module names #548

Description

Currently, get_changes(dest: Resource), we want to change it to get_changes(dest: Resource | str). Passing dest as get_changes(dest) treats the dest as dotted-module names of the destination module to move the selected class/function/variable into.
