Is it possible to install protobuf-javascript via npm or the package.json thing?

There is some potential activity related to this issue of installing protoc-gen-js.

New release of protobuf-javascript. Should be possible to install this via package.json now. Or alternatively via buf's yaml files. Either way, seems like we could soon fix this and close this issue.

Handled via buf generate in make proto in #813.
