python repo not getting onboarded

Hello, I'm using self-hosted renovate CLI, GitHub Enterprise and renovate v24.99.0

I ran renovate against a non-onboarded repo containing python code that uses setup.py file, however, according to logs, Found 0 package file(s) and Repository has no package files, and no on-boarding PR (or any other PR) was created. Is this an expected behavior in case there is no newer version of packages? or is this a potential renovate bug ?

Please provide a public minimal reproduction, it looks like our python extractions don't like your python version.

How do you run renovate. Best is to use docker. It works well to use it on github action on linux.
