feat(bitbucket): use paginated effective default reviewers response #22164

Changes

Set paginate: true for effective default reviewers

Context

Leverage #22135 to unpaginate effective default reviewers response.

By default: page size of 10 is returned. I have tested on a real repository that has >10 default reviewers assigned.
