This PR fixes an edge case with the Gradle parser that occurs when plugins are specified in inlined version catalogs without providing a version.
The issue exists due to a bug in the parsing pattern introduced with PR #20969. It allows the version to be optional and since
handlePlugin
expects a version, this leads to an exception that aborts the parsing of Gradle files overall.Context
