fix(sbt): export extractPackageFile() for confirmIfDepUpdated() #27953

Changes

This PR exports the extractPackageFile() for the sbt manager. This is required so that when updating Renovate can confirm that a dependency is updated. This is currently not working and Renovate can't perform sbt-updates.
