docs(github): mention workflow scope #28137

Changes

In our repository, updating Github Action workflows is only allowed for members (or PATs) that have the workflow scope. Since we did not realize it for the first 3 months of using renovate, I'd like to add this to the documentation so that others can benefit.

Context

Renovate self-hosted log excerpt:

 INFO: Workflows update rejection - aborting branch. (repository=*******, branch=renovate/renovatebot-github-action-40.x)

I have verified these changes via:
