"Choose File" button is not working in the App Settings page #1615

Describe the bug
Unable to upload file in the App Settings page due to not clickable 'Choose File' button

To Reproduce
Steps to reproduce the behavior:

Go to 'Contractors Admin' site
On the sidebar navigation menu, click 'App Settings'
On the screen, click the 'Choose File' button to upload a file
Check that all the 'Choose File' buttons are not clickable
Expected behavior
'Choose File' button should be clickable and user should be able to upload files successfully.
