[Feature Request] Comments for global section

Please consider allowing comments at the top of the file, for the "global" section.

Often such files have instructions / notes / etc. at the top of the file, e.g.:

; foo
; bar
; version 1.2.3
; see https://www.example.com/license

[section]
foo = bar
baz = qux

So:

ini.Global.Comments.Add("foo");
