docs/examples should point to destination element in href attribute as fallback #522

The examples show the anchor element as <a href="#" .... >

If the user doesn't have js, or the script isn't working for some reason, the jump link won't work, and the user will be confused at best. As a fallback, the href attribute should point to the destination element id. That way the jump link will work no matter what.
