CefSharp still doesn't store data for website wallpapers.

Bug:
Even after taking the steps listed in issue #1199, CefSharp doesn't store any site data after resetting Lively. In this case, I'm using https://web.tabliss.io/ and customizing some settings- 'will describe Tabliss' error message below.

Reproduction:
1.) Open Lively.
2.) Open "Add Wallpaper"
3.) In "URL" dropdown, set URL to https://web.tabliss.io/.
4.) In Lively, set Tabliss as desktop.
5.) Customize Tabliss in it's sidebar settings menu in some form. I imported an existing configuration, but even without making any changes, #6 still applies.
6.) At the bottom of the sidebar settings menu, enable persistence. You should receive an error.
7.) Restart Lively or set Tabliss as your active desktop again (either will reset it).
8.) Tabliss should have reverted to it's default settings.

Expected:
Tabliss should persist across resets/restarts of Lively.
