Unable to Load webpage ;`( ERR_CONNECTION_TIMED_OUT

Go through the standard process of setting up a webpage desktop background, the renders out fine and stays on screen for maybe 3 seconds and then the page goes away and is replace by "Unable to Load webpage ;`( ERR_CONNECTION_TIMED_OUT"

To Reproduce
Steps to reproduce the behavior:

1. Go into App
2. Click on + to Add wallpaper
3. Enter URL
4. Choose monitor
5. Wait 3 seconds

Expected behavior
Webpage would render and stay up indefinitely

Desktop (please complete the following information):

• OS: Windows 10 Build 19045.4046
• Just the webpage wallpaper on one monitor and a static image on the rest
