--debugger-stop=goal is ineffective #148

From debugging, I have found that

-X, --debugger is the same as --debugger-stop=full.
-X causes --debugger-stop to be ignored.

AFAICT all the other --debugger-stop types work absent -X.

Rocky, I only opened this so I don't need to update the BUGS section of the man page
