Update cosi user if cephobjectstore is updated

• while the COSI and CephObjectStoreUser controllers do also need similar updates, those should be separate PRs to keep things tidy
• for COSI specifically
  • I don't think there is anything to do specifically right now -- we have been talking about having the COSI controller create the COSI user instead of the CephObjectStore, and once we move to that design, it is reasonable for the COSI controller to update that user if needed based on the CephObjectStore status change
  • Relatedly, we may want to make it the job of the COSI controller to create/modify any configmaps/secrets that the Ceph-COSI driver depends on during runtime
