For Metro DR a single external ceph cluster will be used by multiple kubernetes clusters. The user/admin created PVC, PV objects can be moved from the primary cluster to the secondary cluster in case of DR. we need to document the step on User/Admin can recover the PVC when one for the kubernetes site goes down.

Metro DR can be supported for both CephFS and RBD.
