logfilelevel and debuglevel maybe are no useful in /etc/dnf/dnf.conf.

Some configuration can be achieved by rpmverbosity config option but only for scriptlets (I believe it is set to highest verbosity).

Otherwise there is no way to control the dnf.rpm.log.

Messages about installing/upgrading packages in this logfile should definitely be of level NOTICE or INFO - higher than current SUBDEBUG level.
